ORGANIZATIONAL UNIT: Systematic Observations Financing Facility (SOFF) Secretariat, Infrastructure Department

DUTIES AND RESPONSIBILITIES:
Under the overall supervision of the SOFF Programme Management Officer, the consultant will perform the following tasks:
1. Monitoring and Reporting: Establish SOFF M&E database and dashboard based on the SOFF M&E framework and develop a SOFF legal agreement tracking tool.
2. Data collection and establishment of M&E database:
o Collect and compile SOFF operational data from various sources including SOFF decision documents, SOFF operational activities, operational partners M&E reporting documents, legal documents and other external data sources, ensuring accuracy and completeness;
o Develop the SOFF M&E database and dashboard;
o Develop SOFF legal and finance database and tracking tool, including tracking dates and progress against legal documents; and notifying when amendments/new agreements are required;
o Organize operational datasets according to function to ensure usability by SOFF Secretariat.
3. Data Interpretation:
o Use statistical techniques and software tools (e.g., Python, R, SQL, Excel) to analyze and interpret data;
o Prepare automated alerts and tracking systems for reporting timelines and deadlines as needed to notify the SOFF Secretariat when action is required on any operational tasks.
4. Training and knowledge sharing:
o Prepare manual and guidelines for the use of tools and databases for SOFF Secretariat and other relevant partners;
o Prepare and give training on abovementioned activities;
o Develop and manage SOFF Operations financial monitoring and projections tool.
5. Tool Development and Maintenance:
o Design, implement, and maintain a database or tool for SOFF financial monitoring and projections;
o In close collaboration with the P1 Data Analyst, maintain and continuously enhance the SOFF operations database for SOFF portfolio management;
o Coordinate inputs from WMO Finance and the UN Multi-Partner Trust Fund as SOFF trustee to provide inputs on financial projections based on SOFF Implementation to date. Based on inputs, prepare SOFF financial projection tool for SOFF Secretariat use and communication.
6. Data Quality Assurance and knowledge sharing:
o Develop and implement data quality assurance processes;
o Prepare manual and guidelines for the use of tools and databases for SOFF Secretariat and other relevant partners;
o Prepare and give training on abovementioned tool;
o Carry out other relevant duties as required.
QUALIFICATIONS:
Education: Master’s degree or equivalent in Engineering, Statistics, Information Technology, or a closely related field. An additional education degree or certification in administration and project management is an advantage.
Experience:
* A minimum of two years’ experience in data analysis, data management, or a related field.
* Proven experience in data visualization and development of dashboards for project management and communications purposes.
* Having experience in training and knowledge sharing on technical skills is highly desirable.
Other requirements:
* Proficiency in data analysis and visualization tools (e.g., Python, R, Excel, Tableau, Power BI) and eagerness to learn and adapt to new technologies and methodologies.
* Strong attention to detail and understanding of database management principles and best practices.
* Excellent analytical, problem-solving, and decision-making skills.
* Strong communication and presentation skills.
* Ability to work independently and as part of a team.
Languages: Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
