We are looking for a:
Senior Business Analyst
with experience of projects using agile methodologies to join a dynamic team focused on the development and overhaul of information systems (ICS) within the Department of the Economy and Employment. The role will focus on supporting digital services for businesses, with projects related to data management (data foundation, MDM, virtualization, spatial data, etc.). The business analyst will ensure that projects are aligned with strategic objectives and will manage the data governance and quality aspects.
Responsibilities:
1. Elicit business needs and extract functional and non-functional requirements for ICS projects.
2. Write functional specifications in the form of use cases and user stories, defining acceptance criteria and prioritizing them in the Backlog.
3. Lead workshops with business and technical stakeholders to define and clarify requirements.
4. Analyze data sources and classify them into reference and operational data for the project.
5. Provide functional and business support to the agile development team, ensuring alignment with technical or organizational constraints.
6. Define and enforce data governance and data quality requirements.
7. Act as a bridge between business stakeholders and technical teams, ensuring effective communication and trust.
8. Continuously deepen your knowledge of functional and business issues, including legal changes and ergonomic improvements.
Qualifications:
1. HES diploma or degree in computer science, EPF engineering, or federal diploma.
2. 4+ years’ experience as a Business Analyst with a proven track record in specifying business and system requirements.
3. Expertise in business analysis methodologies like UML and BPMN.
4. Proficiency in modeling tools (Visio, Enterprise Architect, etc.).
5. Strong understanding of digital portal architectures, cloud technologies, and Agile/Scrum frameworks.
6. 4+ years of experience working in Agile/Scrum teams.
7. A solid grasp of data management principles such as data consistency, integrity, traceability, and security.
8. Proficiency with reporting and business intelligence tools like Power BI and QlikSense.
9. Knowledge of managing spatial data and related challenges.
10. Ability to quickly understand functional and business issues related to the projects.
11. Ability to maintain a climate of trust with both business and technical stakeholders.
12. Experience with the JIRA tool.
13. Fluency in English is required; French is a strong plus.
14. Product Owner training or equivalent experience.
Nice to Have:
1. Knowledge of Swiss laws and regulations related to public procurement (LMP, OMP, case law, etc.).
2. Expertise in writing User Guides and technical/functional documents.
3. Knowledge of the HERMES method.
4. Experience working within a government department or large public-sector institution.
5. Familiarity with economic promotion and territorial marketing.
6. Previous experience within OCSIN.
7. Excellent communication skills, both written and verbal, and ability to communicate complex concepts clearly.
8. Ability to work within a dynamic environment and managing multiple stakeholders with varying expectations.
