Setting and Reporting The post of the Deputy Chief of Service is located in the Security and Safety Section, Division of Administration of the United Nations Office at Geneva (UNOG). The incumbent reports to the Chief of the Security and Safety Service. Responsibilities Within limits of delegated authority, the incumbent is responsible for the following duties: - Oversees and directs the activities performed by the Management, Support and Annex Unit. - Oversees the preparation and management of the budget of the Security Service. - Ensures the effective management of human resources and develop strategies for deployment of manpower. - Oversees the recruitment, promotion and placement processes and makes recommendations to improve their effectiveness. - Analyses training needs, proposes training programs, and oversees the elaboration of training manuals. - Oversees the e- performance process for the Service. - Prepares services objectives, goals and work plans, sets criteria and follows up on progress made. - Oversees the management of security equipment, supplies and uniforms as well as firearms, and the issuances of keys. - Oversees the management of the annexes. - Ensures the strategic planning and implementation of projects, and reports on current issues related to such projects. - Analyses security and safety trends and developments and presents proposals for improved policies, procedures, techniques and equipment to be implemented or used on the UN premises, and for the conduct of United Nations events, both at UNOG and at UN conferences held away from Geneva. - Leads working groups on security and development projects (e.g. the Geneva Security Coordination) and provides UN organizations with advice on security and related technical matters. - Participates in the realization of the objectives set by the UN Security and Safety Services Network (UNSSSNET). - Replaces the Chief of Service during his absences. - Also temporarily performs the tasks of the Assistant Chief in the absence of the latter. - May be assigned to ensure the security of special events, namely UN conferences abroad as instructed by the Chief of Service. - Prepares in-depth reports related to such assignments. - Is in charge of quality control and client satisfaction programs. - Contributes toward readiness in the event of crisis. - Assists in the preparation of a Crisis Management scheme for Geneva and leads the Security Crisis Cell. - Performs any other duties as requested. Education Advanced university degree (Master's degree or equivalent degree) in social/political science, law, criminal justice or business administration, or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific Qualification Certification from a Police/Military War College at the commissioned officer level is desirable. Work Experience A minimum of seven (7) years of progressively responsible experience in security, risk or disaster-management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Senior command or management experience in the public or private or corporate sector is required. International field experience in the UN Security Management System is desirable. Prior experience in the management of security and safety services within the United Nations System is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English or French and knowledge of the other language is required. Knowledge of another UN official language is desirable. Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
