The Centre for the Fourth Industrial Revolution (C4IR) is committed to bringing together leading policy makers and innovators to set the trajectory for future focused “GovTech” opportunities and collaboration.
As part of this effort, the C4IR is recruiting a Thematic Lead, Government Technology. This new role will lead ambitious communities, initiatives and narratives on civic and government technology — mobilizing business leaders, government leaders, experts from top research institutions, start-up entrepreneurs, media, and civil society organizations.
Reporting lines & interactions
The Thematic Lead, Government Technology, reports into the C4IR Co-Head, while working closely with teams across the house, in particular the Centre for Regions, Trade and Geopolitics (CRTG) and the Forum’s Strategic Intelligence Group (SI). The Lead will also build and maintain results-oriented partnerships with independent C4IR Centres. Establishing productive relationships and partnerships externally and inside the institution will be of utmost importance for succeeding in this role.
Breakdown of main responsibilities:
1. Manage the Forum’s nascent GovTech Network and related projects and initiatives, including working group meetings, multi-stakeholder dialogues, and publications.
2. Keep workstreams on target, timeline and budget through the effective management and leadership of cross-functional teams, internal and external stakeholders, as well as through effective communication and reporting.
3. Manage Project Fellows by providing clarity, facilitating communication, offering strategic assistance, tracking progress, and providing feedback.
4. Manage the design and delivery of sessions and community events.
5. Strategically integrate and engage independent C4IR Centres with a focus on GovTech, including recently announced centres in Germany and Ukraine.
6. In collaboration with C4IR Network and Government Engagement, lead the development of new GovTech focused centres and programmes, including a GovTech programme in C4IR India.
7. Build and curate relevant multi-stakeholder communities committed to leading the digital transformation of government, interacting with business, governments, and civil society.
8. Lead content, reports, policy papers and blogs from concept to delivery.
9. Drive public awareness on the digital transformation of the state and related Forum initiatives.
10. Keep abreast of and analyse the implications of key developments in this topic area.
11. Identify related opportunities to inform solutions at national and sub-national levels.
12. Support the delivery and monitor impact reporting and results measurement for the Centre.
Preferred requirements and experience
1. Broad intellectual background and interests with a Master’s degree or equivalent in a relevant topic such as political economy, business administration, or economics.
2. 7+ years of experience in private and/or public sector, including as a project manager with a track record of building and driving successful initiatives related to technology and digital transformation.
3. Deep understanding of emerging technologies and their potential in addressing challenges related to public administration and citizen engagement.
4. Proficiency in project management methodologies and tools.
5. Demonstrated experience in managing diverse teams and leading cross-functional projects.
6. Passion for sustainable development, environmental stewardship, and a strong commitment to making a positive impact on global challenges.
7. Capacity to innovate, apply systems and critical thinking, and meet tight deadlines while delivering to the highest quality standards.
8. Entrepreneurial approach to identifying and prioritizing activities and impact opportunities.
9. Exceptional communication skills, with the ability to engage and influence stakeholders at all levels.
10. Excellent verbal and written language skills in English; additional languages are a plus.
