This is a job description for a Consultant to support the World Health Organization (WHO) in implementing Infection Prevention and Control (IPC) programs.
Deliverables
* Task 1: Technical Expertise
o Provide technical expertise to develop IPC technical and normative documents and resources, such as guidelines, handbooks, and other resources.
o Deliverable 1: Summary of desk review to retrieve similar already available documents.
o Deliverable 2: Outline of the document.
o Deliverable 3: Reports of expert meetings.
o Deliverable 4: Draft document.
* Task 2: Education and Training
o Support IPC education and training, including needs assessment and development of training resources and plans.
o Deliverable 1: Report of training needs assessment, including target audience.
o Deliverable 2: Review and updates of the existing resources.
o Deliverable 3: Draft training toolkit.
o Deliverable 4: Draft training plan and programme.
o Deliverable 5: Report of training delivered with knowledge evaluation and training assessment.
* Task 3: National and Facility-Level IPC Programs
o Provide technical expertise to support development of national and facility-level IPC programmes.
o Deliverable 1: Report of national or facility-level IPC programme assessment.
o Deliverable 2: Proposal for IPC programme improvement.
o Deliverable 3: Package of resources available for IPC programme improvement, including any modifications required.
o Deliverable 4: Reports of workshop and meetings to support national or facility-level IPC programme improvement.
* Task 4: HAI Surveillance
o Support healthcare-associated infection (HAI) surveillance.
o Deliverable 1: Proposal for HAI surveillance project needs and plans.
o Deliverable 2: Review and updates of the existing resources for HAI surveillance.
o Deliverable 3: Development of additional HAI surveillance resources, as needed.
o Deliverable 4: Draft training plan and programme for HAI surveillance capacity building.
o Deliverable 5: Report of training delivered including knowledge evaluation and training assessment.
* Task 5: Outbreak Prevention and Management
o Support healthcare-associated outbreak prevention and management.
o Deliverable 1: Review and updates of the existing resources for specific outbreaks.
o Deliverable 2: Development of additional resources for outbreak prevention and management.
o Deliverable 3: Mission report for specific outbreaks management.
* Task 6: Standard and Transmission-Based Precautions
o Support implementation of standard and transmission-based precautions.
o Deliverable 1: Review and updates of the existing resources on standard and transmission-based precautions.
o Deliverable 2: Development of additional resources.
o Deliverable 3: Written advice to countries on implementation of standard and transmission-based precautions.
* Task 7: HAIs Prevention
o Support the prevention of specific HAIs (catheter-associated urinary tract infection, catheter-associated bloodstream infection, health care-associated pneumonia, surgical site infections).
o Deliverable 1: Review and updates of the existing resources on the prevention of specific HAIs.
o Deliverable 2: Development of additional resources.
o Deliverable 3: Draft strategy for implementation according to WHO approaches.
o Deliverable 4: Written advice to countries on implementation of on the prevention of specific HAIs.
* Task 8: Monitoring and Evaluation
o Support monitoring and evaluation of IPC programmes and practices.
o Deliverable 1: Review and updates of the existing resources for monitoring and evaluation of IPC programmes and practices.
o Deliverable 2: Development of additional resources.
o Deliverable 3: Proposal on needs and plans for monitoring and evaluation of IPC programmes and practices.
o Deliverable 4: Draft training plan and programme for monitoring and evaluation of IPC programmes and practices.
o Deliverable 5: Report of training delivered including knowledge evaluation and training assessment.
o Deliverable 6: Reports of workshop and meetings to support national or facility-level IPC programme improvement.
Qualifications, Experience, Skills, and Languages
Essential Qualifications
Band Level B:
* First university degree in medicine, Medical Sciences or Nursing with specialization in IPC, hygiene, public health or infectious diseases from a recognized institution.
Band Level C:
* An advanced level university degree (master's level or above) in Medicine, Medical Sciences or Nursing with specialization in IPC, hygiene, public health or infectious diseases from a recognized institution.
Desirable Qualifications
Band Level B:
* Qualification in epidemiology.
Band Level C:
* Postgraduate qualifications in epidemiology and/or clinical research.
Experience
Essential:
* Band Level B:
o Five to ten years of progressive responsibility and clinical experience of implementing IPC including sepsis and AMR prevention, ideally at facility, national and international levels.
* Band Level C:
o Over ten years of progressive responsibility and clinical experience of implementing IPC including sepsis and AMR prevention, ideally at facility, national and international levels.
Desirable:
* Band Level B and C:
o Experience working in low- and middle-income countries and/or in the UN system.
Skills
Essential:
* Basic (band B) or advanced (band C) experience in IPC, including:
o Clinical implementation of IPC, including for sepsis, and as part of outbreak response in both health emergencies and to combat AMR.
o IPC programme development and implementation.
o Writing practical, field-level IPC documentation as well contributing to the development of higher-level IPC guidance documents, strategies, assessment tools and technical articles.
o Assessing IPC programmes at national and facility levels.
o Conducting HAI and AMR surveillance.
o IPC programme data collection and interpretation as part of quality improvement.
o Implementing WHO IPC core components, strategies and implementation tools.
o Excellent interpersonal and communication skills and comfortable operating within a multicultural team with the ability to function in a rapidly changing busy environment.
o Robust application of the principles of good IPC practice yet sensitive to local conditions.
o Practical, hands-on, and results-oriented approach.
o Ability to translate technical concepts into understandable practical advice for field-level use.
Languages Required
Essential:
* Expert knowledge of English.
Desirable:
* Intermediate knowledge of any other UN official language (Arabic, Chinese, English, French, Russian and Spanish).
Location and Travel
Off-site: Home-based.
The consultant is expected to travel.
