Purpose of the job
Support Service growth strategy for Service in CH and for the site Villeneuve.
Manage the Tender Quality Costs Delivery Performance (QCDP) commitment for no critical or low critical bids.
Deliver a winning proposal, with a defined scope, accurate QCDP commitments, in a timely manner and within the defined tender budget.
Drive the execution of projects, according to contractual requirements and customer expectations (summarized in contract charter), to maximize the results with respect to cash and margin whilst delivering on time, in conformity with Alstom project management and execution processes.
Main Responsibilities
1. Business development: Support Service growth strategy for Service in CH and for the site Villeneuve.
2. Tender Phase: Work in close relationship with Tender Leader and the full tender team.
3. Determine the complexity of the tender based on reliable information using criticality matrix.
4. Analyze in detail the request for proposal (RFP).
5. Support Tender Leader to perform Win No Go, Tender Review Meeting (TRM), Tender Transfer Meeting (TTM), Win Loss Analysis (WLA) and consolidation of inputs from Support functions.
6. Manage QCD optimization (in liaise with Bid Costing Manager if any) and obtain clear commitments from different actors.
7. Check, challenge and properly consolidate documented commitments.
8. Prepare the documentation necessary to submit to Customer (technical description, planning, pricing).
Project Phase:
1. Be accountable for project QCDP performance and optimize Project Financial performance (Margin & Cash).
2. As WP Owner of the Project Management Work Package, he/she is QCDP accountable for all the activities of his/her WP.
3. Be responsible for the project governance. Define project strategy in line with contract requirements, including PMP elaboration and objectives allocation to Sub-Systems (planning, cost, quality, performance).
4. Lead and coordinate project activities and stakeholders from transfer to close-out.
5. Ensure proper transfer from tender to project.
6. Define Project objectives and main drivers (product/service performance, planning) to achieve customer satisfaction in the frame of the Contract.
7. Define in advance project core team staffing, as well as his/her WP resources.
8. Escalate when project resources available do not match the project needs.
9. Engage project teams in the successful achievement of project objectives and strengthen relationships among them.
10. Synchronize internal partners and arbitrate when necessary.
11. Manage claim and litigations if needed.
12. Ensure compliance with applicable rules, instructions and standards: Code of Ethics & Compliance, EHS, Railway Safety, Quality, Project Management Manual.
Manage customer and external stakeholders’ relationship:
1. Continuously ensuring alignment with customer contractual requirements.
2. Alstom representative towards Customers and when applicable external stakeholders (Consortium, JV …).
3. Ensuring contract management and variation orders towards customer.
MAIN REQUIRED COMPETENCES
Educational Requirements
Experience
Mandatory:
5 years experience as: sub-system/component manager or qualified project manager or manager of an operational scope.
Experience of working in and with multi-national companies and in different business cultures.
Knowledge of ALSTOM way of working for efficient process execution.
Team management (capacity to coordinate and ensure collaboration of multi-site/multi-metier teams).
Leadership, entrepreneurship mindset and result oriented.
Good Knowledge of Project management processes.
Knowledge of railway products and systems.
Ability to manage customer relationship.
Negotiation skills, customer oriented.
High capability to manage efficient team working to produce the tender deliverables within a limited time period and under stressful conditions.
