1. Organizational Context
a. Organizational Setting
This position is located in the HR Data and Technology Unit of the Human Resources Operations Service, Human Resources Management Department (HRMD). The HR Data and Technology Unit serves as the foundation that supports the department in its digital transformation by leveraging the power of data and technology to deliver people-centric HR IT and Data solutions that allow for data-driven decisions and technology-enabled business processes that meet the evolving needs of the WIPO business areas and workforce.
b. Purpose Statement
The incumbent manages the HR Data and Technology Unit, and is expected to lead the digital transformation in HRMD by developing a strategic vision and roadmap for the future landscape of HR data and IT solutions, in close cooperation with the business owners and WIPO’s IT system delivery teams.
c. Reporting Lines
The Digital HR Lead reports to the Head, HR Operations Service.
d. Work Relations
S/he works closely with colleagues from the Talent Management Service and HR Operations as well as other stakeholders across the Organization, especially with WIPO’s Data and IT system delivery teams.
2. Duties and Responsibilities
Under the supervision of the Head, HR Operations Service, and the strategic leadership of the Director, HRMD, the Digital HR Lead will perform the following principal duties:
1. Serve as HRMD’s subject matter expert/leader in HR data, analytics and technology and develop a strategic vision and roadmap for this area to provide HRMD and business leaders with greater access and visibility to human capital data and analytics.
2. Build awareness of analytics solutions and best practices to foster the creation of a data-driven culture, related competencies and data literacy across HRMD.
3. Collaborate with key business partners and groups to exploit data and analytics capabilities to maximize the value derived from data assets.
4. Oversee delivery models, methods and practices for creation of data products to ensure consistent application and use of data and analytics solutions.
5. Drive the redesign and digitalization of HR-related business processes and user journeys, propose improvements and optimizations for streamlining those and identify indicators to measure benefits.
6. As lead HRMD representative, ensure close liaison across the Department and between HRMD and IT, external vendors and other stakeholders on the maintenance of existing and the implementation of new IT solutions.
7. Apply knowledge of industry, product and functional best practices and related technology trends to guide HRMD toward appropriate solutions.
8. Manage a team of HR Data and Business Analysts that supports the digital transformation of HRMD with respect to HR data, processes and systems.
9. Perform other duties as required.
3. Requirements
Education: Advanced university degree in Data Science, Business Administration, Computer Science, Information Management, Statistics, Mathematics, Economics or related field. A relevant first-level university degree in combination with two years of experience in addition to the required experience may be accepted in lieu of an advanced university degree.
Experience (Essential):
1. At least seven years of relevant professional work experience, including in a coordination role working with HR data, systems and processes, in particular in supporting an HR function in its digital transformation.
2. Experience in analyzing data, developing models, identifying trends and applying story-telling approaches, ideally in the field of talent management, such as workforce planning, diversity, performance management and employee experience.
3. Experience in computer systems design, testing and deployment within a large organization.
4. Experience in managing projects.
5. Experience in developing a data and technology strategy or roadmap for a business support function.
6. Experience with agile project methodologies.
7. Experience in ERP implementation from a functional perspective.
8. Experience in managing a team of data/business analysts.
9. Managerial experience.
10. Excellent knowledge of written and spoken English.
11. Knowledge of other UN official languages, particularly French.
Job Related Competencies (Essential):
1. HR domain knowledge and excellent understanding of challenges and opportunities related to implementation of people analytics solutions in a traditional organizational context.
2. Ability to see the big picture, and to connect technological solutions to higher business objectives and organizational strategies.
3. Sound understanding of several of the following disciplines: Predictive Analytics, Data Mining, Machine Learning, Text Analytics, Algorithm Designs, Statistical Modelling.
4. Critical thinking to balance complex situations and think with a combination of set-in-stone processes and outside-the-box thinking.
5. Strong interpersonal, negotiation, and collaboration skills.
6. Ability to communicate complex technical issues in a clear, concise and authoritative manner to a layman audience.
7. Demonstrated ability to coordinate complex cross-functional projects.
8. Highly digitally literate and has genuine interest in emerging technologies and developments in data science.
Job Related Competencies (Desirable):
1. Knowledge of data science languages such as R, Python, SPARK, MATLAB etc.
2. Knowledge of UN Common System ERP landscape and challenges.
4. Information
Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the January 2025 rate of 67.6%.
