About the role:
Are you passionate about shaping the future of policy in the APMA region? As the Director of Emerging Policies APMA, you will be at the forefront of policy developments that are crucial to our company's success. This dynamic role will allow you to influence new and emerging policies in key geographies and functional areas, including alternative funding pathways, data, AI, ESG, Tax, Intellectual Property, and Health Technology assessments. You will provide strategic insights to our Novartis counterparts, offering expertise and support on all policy matters in the advanced markets of APMA. You will also build a formal platform for sharing developments in geopolitics, policy, and best practices across the Asia region in close collaborations with our teams in APMA, China, and Japan.

About the Role
Key Responsibilities:
1. Conduct structured, predictive policy horizon scanning to anticipate future developments in emerging policy areas that could significantly impact the APMA region.
2. Monitor emerging issues such as data (cross-border data flows), AI, ESG, tax, nationalization, pooled procurement, private insurance, and other disruptive trends in APMA with a strategic, long-term perspective.
3. Monitor geopolitical and trade trends in the region in close collaboration with the Global Policy team and APMA cluster leads.
4. Collaborate with global policy intelligence teams to assess risks associated with emerging policy trends, identifying key uncertainties and evaluating their potential impact on company operations and strategy in APMA.
5. Leverage internal policy intelligence and predictive analytics to proactively address potential policy issues and opportunities in the APMA region.
6. Lead and support advocacy initiatives related to key policy priorities in APMA in close collaboration with other APMA corporate affairs and business teams - with particular focus on alternate funding mechanisms and on the advanced markets in the region.
7. Set up and lead the newly established Asia Council in close collaboration with APMA, China, and Japan Public Affairs Leads.
8. Mitigate risks and shape strategic responses to evolving policy landscapes in favor of business growth and corporate reputation in APMA.
9. Synthesize and disseminate policy insights across the Corporate Affairs team and other relevant company stakeholders, ensuring alignment with the latest policy developments in APMA.
10. Proactively engage in policy discussions, identifying priority legislation to influence at both regional and national levels, and articulating clear policy objectives for our company in APMA.
11. Represent APMA in above country Trade associations and with external stakeholders.
Minimum Qualifications:
1. Bachelor’s degree or equivalent experience.
2. Extensive years of progressively responsible life sciences industry experience in policy, strategy, or policy intelligence roles.
3. Strong understanding of the regulatory and legislative environment and emerging legislation – especially with focus on healthcare systems funding, pricing, and reimbursement processes.
4. Experience in identifying key policy uncertainties and developing predictive scenarios that inform decision-making and risk mitigation strategies.
5. Experience in conducting structured horizon scanning and data-driven scenario planning to anticipate future policy developments and their potential impact on the organization.
6. Evidence of gathering relevant intelligence, insights, and information and staying informed of developing policy trends.
7. Fluency in written and spoken English.
