This position is located in the Secretariat of the United Nations Trade and Development (UNCTAD). The Director of the Division on Globalization and Development Strategies reports to the Secretary-General and the Deputy Secretary-General of UNCTAD.
Responsibilities
Within delegated authority and under the guidance of the Secretary-General and Deputy Secretary-General of UNCTAD, the Director will be responsible for the following:
Directs and manages UNCTAD’s work on globalization, the global economy and related financial issues. More specifically, the Director develops policy in his/her area of work and formulates, develops and supervises the implementation of the work programme of the Division on Globalization and Development Strategies.
Plans, in conjunction with the Secretary-General and the Deputy Secretary-General of UNCTAD, and in collaboration with other Directors, the annual Trade and Development Report and assumes overall responsibility for its preparation.
Oversees the preparation of the Division's inputs to other major reports of UNCTAD.
Conducts policy clearance of documents prepared by the Division, makes policy recommendations and ensures that the outputs of the Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data.
Reports to intergovernmental bodies on budget and programme performance or on programmatic and substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
Maintains contacts with delegations and liaises under the guidance of the Secretary-General and Deputy Secretary-General with senior government officials to provide advice and coordination on policy issues related to the work of the Division.
Plans and supervises the substantive servicing of intergovernmental deliberations at the Trade and Development Board, the quadrennial Conferences of UNCTAD and the General Assembly on issues within the competence of the Division.
Ensures that programmed activities of the Division are carried out in a timely fashion and, as appropriate, coordinates the work of the Division with other UNCTAD Divisions and other entities of the United Nations System.
Oversees the programmatic and administrative tasks necessary for the functioning of the Division, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget and programme performance, preparation of inputs for results-based budgeting, evaluations, staff performance, interviews and evaluates candidates for vacant positions.
Oversees the recruitment of staff for the Division taking due account of geographical and gender balance and other institutional values.
Manages, guides, develops and trains staff under his/her supervision; fosters teamwork and communication among staff in the Division and across organizational boundaries.
Oversees the resource mobilization efforts of the Division and in strengthening the networks of partners, including academia, development institutions, and civil society at large.
Leads the Division’s programme of work with respect to technical assistance and capacity building and develops stronger links with partners, donors, and beneficiaries.
Ensures the development and mainstreaming of the RBM based results framework for the Division in line with the Organization-wide results framework, including monitoring and reporting aspects.
Performs other related duties as requested by the Secretary-General and Deputy Secretary-General of UNCTAD.

Education
Advanced university degree (Master’s degree or equivalent) in economics or in a related social sciences field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job-Specific Qualification
A third-level university degree (Ph.D. or equivalent) in economics or related social sciences field is desirable.
Work Experience
Over fifteen years of progressively responsible experience at the national and/or international levels dealing with international economic development issues is required. At least five years of experience managing complex programmes of work and teams is required. At least five years of experience demonstrating intellectual leadership by leading or coordinating analytical publications in the area of development is desirable. Experience providing substantive support to intergovernmental meetings related to trade and development areas is desirable.
