The World Economic Forum, dedicated to improving the state of the world, serves as the International Organisation for Public-Private Cooperation.
The Forum engages foremost political, business, and other leaders of society to shape global, regional, and industry agendas.
The World Economic Forum, the International Chamber of Commerce (ICC), and the Center for International Private Enterprise (CIPE) are lead organisations of the Global Alliance for Trade Facilitation.
This alliance brings together governments and businesses as equal partners to design and implement commercially-meaningful trade facilitation reforms.
Reporting lines and interactions:
The role is based in Geneva within the Global Alliance for Trade Facilitation team. The incumbent reports to the Deputy Director, Global Alliance for Trade Facilitation.
Internally, he/she works with colleagues in the Alliance team based at the Forum and International Trade and Investment Centre for Regions, Trade and Geopolitics.
Externally, he/she works with a broad range of stakeholders, including Alliance host organisations and implementing partners, private sector partners, donors, universities, and multilateral and non-governmental organisations.
Duties and responsibilities:
1. Update and manage the Alliance results framework, collecting information, updating the framework, and devising a strategy for communication with internal and external stakeholders.
2. Lead the response to donor data requests, ensuring alignment with their requirements against our own reporting needs. Ensure requests are met promptly and produce data for both donor and external stakeholders.
3. Process, develop, and analyse data on global-level and project-level indicators. This includes cleaning, analysing, and summarising data collected through various Alliance instruments using appropriate statistical techniques.
4. Oversee project M&E requirements, including tasks such as:
* Assisting project officers in drafting M&E-related sections in project proposals, such as Theory of Change (ToC) and logframes.
* Guiding project officers throughout project implementation to ensure M&E requirements are met, including the use of trackers and surveys.
* Leading and supporting results planning, including the development of tools and materials for qualitative data collection.
* Lead the development and enhancement of the M&E data collection tools, with a focus on qualitative data collection methodologies, as well as improving and streamlining existing tools like trackers and surveys ensuring data requests are aligned and processes are as efficient as possible. Analyse data in a holistic way to provide a thorough understanding of our results and impacts.
* Lead the design and implementation of surveys to collect data for the Alliance Results Framework as well as update, collect, and validate data for internal tracker tools, including managing the quarterly reporting.
* Assist staff in identifying and documenting lessons learned and emerging best practices from Alliance projects and operations, including managing project completion reports. Ensure that documented lessons and best practices are easily accessible and incorporated into future Alliance projects and operations.
* Contribute to foster a monitoring and evaluation culture in the Organisation through capacity building within the organisation. Support staff and management in utilising data to improve performance.
* Participate in the collection of data and design of tools for other sources of information as case studies, research briefs, and knowledge papers in support of other workstreams.
* Produce monitoring and evaluation knowledge management products that improve access and use of evaluative evidence.
* Manage the lessons learned database and organise the project completion reports.
* Perform other related duties as required.
* Develop an evaluation normative to guide the implementation of evaluations within the Alliance.
* Develop standardised evaluation frameworks and methodologies tailored to the Alliance's specific programs and initiatives.
* Implement evaluation plans for ongoing projects, ensuring comprehensive data collection, analysis, and reporting to measure impact and inform decision-making processes.
Requirements and experience:
* Advanced degree in economics, social sciences, statistics, or related field.
* At least 7 years of professional experience relevant to monitoring and evaluation. Experience in trade facilitation, international trade economics, or international development is an asset.
* Excellent knowledge of and skills in applied monitoring and evaluation/social science research methods and statistical techniques, including knowledge of a range of evaluation data collection and analysis methods.
* Knowledge of theories of change and logic models and ability to facilitate development of theories of change and logic models.
* Experience in quantitative, qualitative, and/or mixed-methods research and monitoring and evaluation methods is required.
* Knowledge of Airtable and Tableau software is a plus.
* Fluency in spoken and written English.
* Attention to detail, superior organisational skills, and ability to operate within tight deadlines.
