1. Organizational Context The post is located in the Finance Division of the Department of Program Planning and Finance. The Finance Division is responsible for providing services to a wide range of entities including WIPO's fee-paying customers, users of the Global IP systems, Member States, National IP Offices, suppliers, service providers, and staff. The Division manages WIPO's financial accounting and reporting, treasury and investments management, and compliance with financial regulations, rules, policies, and procedures.
Purpose Statement: As Director of the Division, the incumbent is responsible for planning and managing the work and resources of the Division, mentoring and motivating the teams, leading the digital transformation of financial business processes, managing risks, and continuously improving the internal controls within financial operations.
Reporting Lines: The incumbent works under the supervision of the Director, Program Planning and Finance (Controller) and collaborates closely with colleagues involved with Planning and Budgeting, Management Reporting, Human Resources Management, Enterprise Risk Management, Governance, and Compliance.
2. Duties and Responsibilities The incumbent will perform the following principal duties:
Build and maintain strong partnerships with stakeholders, users, and governance and oversight entities across all business areas to ensure quality services and design solutions to complex financial services issues.
Direct the Division’s portfolio of work, manage human and financial resources, determine priorities, and allocate resources for timely and quality delivery of work products.
Lead the development and review of accounting policies, ensuring consistency with current professional accounting standards and compliance with WIPO's Financial Regulations and Rules.
Lead the digital and ERP transformation of the Finance Division, focusing on the re-engineering of business processes based on best practices.
Identify and manage financial risks ensuring effective mitigation actions and internal controls.
Provide substantive technical leadership and advice on finance/accounting matters for WIPO and UPOV.
Direct annual account closures, partnering with sectors to address potential issues and improve closure times.
Ensure timely delivery of quality financial statements and reports; manage submissions to auditors and follow up on audit comments.
Oversee treasury and investment management functions and lead strategic engagement with banking partners.
Direct the preparation and review of financial management reports for governing bodies and senior level meetings.
Perform other job-related duties as required.
3. Requirements Education (Essential): An advanced university degree in accounting and/or finance or a first level university degree with two years of relevant professional experience and Membership of a Professional Body of Accountants.
Education (Desirable): Certification in applicable accounting standards and Professional certification in Treasury Management.
Experience (Essential): At least 15 years of professional experience in finance/accounting, with at least seven years at the international level or in the UN Common System, substantial managerial experience, and experience in digital transformation projects.
Experience (Desirable): Experience using data to drive decisions and policies, advancing risk management and internal controls systems, and delivering quality services to private sector customers.
Language (Essential): Excellent written and spoken English.
Language (Desirable): Knowledge of other UN official languages; French would be an advantage.

5. Information Mobility: WIPO staff members are international civil servants and may be assigned to any activities, office, or duty station of the Organization.
Annual Salary: Total annual salary consists of a net annual salary in US dollars and a post adjustment. The figures quoted are based on the June 2024 rate.
D1 Annual Salary: $103,660
Post Adjustment: $91,739
Total Salary: $195,399
