Digital Service Owner
Rate: £500 to £600
Location: Fully remote
Duration: To end March 2025 initially
IR35: In scope.
As the Service Owner, you will be responsible for the successful operation of three digital services that are at different stages in their digital lifecycle:
1. NPWD (National Packaging Waste Database)
2. WEEE Online (Waste Electrical and Electronic Equipment)
3. IWS Online (International Waste Shipments)
You will ensure these services are maintained to a high standard, delivering continuous improvement, new digital requirements from regulatory reform, and decommissioning as services transition to new platforms.
Your responsibilities will include:
1. Coordinate the Digital Senior Technical Officers’ day-to-day activity across the digital services as part of a matrix management structure.
2. Liaise with colleagues, contractors, and third-party suppliers involved in the support and development of the digital services and regulatory reform digital projects.
3. Manage contracts for maintenance and development of the digital services, including service performance reviews and reconciliation of contractual payments with delivery.
4. Manage the financial budgets allocated for the continuous improvement and development of these services.
5. Identify and prioritise continuous improvement requirements within the budget limitations.
6. Ensure that bugs and issues encountered are logged and progressed in line with agreed priorities.
7. Ensure that the digital services remain compliant with all security, data protection, and accessibility requirements.
8. Work with business leads to understand future regulatory requirements and build them into the strategic roadmap for the digital services.
You will ideally be able to demonstrate the following:
1. An ability to build and foster relationships with internal and external customers to identify needs and deliver a solution.
2. 3rd Party liaison – New tendering process – Working with commercial.
3. Work closely with the Operations Manager to agree and understand the work plan to deliver multiple work activities to tight and varying deadlines.
4. An ability to be agile in delivery, allowing flexibility, resourcefulness, and the ability to prioritise work to deliver the best outcome and meet deadlines.
5. Experience of budget and contract management.
6. Experience of delivering in a digital role is essential, ideally as a Service Owner.
7. Knowledge or experience of Government Digital Service (GDS) and waste regulation is desirable but not essential.
8. Good IT skills, including proficiency with Microsoft 365 applications.
