DUTIES AND RESPONSIBILITIES: The consultant is expected to perform the following activities: Desk review of project reports, including annual reports, project budgets, progress reports, project monitoring tools, and other materials useful for the evidence-based assessment approach. Develop an inception report with proposed methodologies, evaluation questions, and survey questionnaire, in compliance with OECD-DAC evaluation criteria. Develop questionnaires for interviews and submit for feedback to WMO and implementing partners. Organize interviews with project staff, executing partners, key partners, stakeholders, consultants, and community members. Assess the financial aspects of the project, including co-financing and variances between planned and actual expenditures. Develop a project evaluation report in English, including conclusions, recommendations, and lessons learned. Prepare a final Power Point presentation with recommendations and lessons learned for future projects. Ensure a gender perspective in data collection and analysis. Provide additional comments or clarifications after report delivery if required. Carry out other relevant duties as required. QUALIFICATIONS: Education: Master's degree in relevant field. Other requirements:- A minimum of 5 years of experience in design, management, and evaluation of development projects.- Project evaluation experience and fluency in English.- Adherence to the UN code of conduct for evaluators.- Experience in the Pacific region and gender-sensitive evaluation is an asset. Languages: Excellent knowledge of English (oral and written). Knowledge of other WMO official languages is an advantage.
