The World Meteorological Organization (WMO) strives for diversity and a balanced workforce. Applications are welcome from qualified individuals, including those with disabilities. Duties and Responsibilities:
1. Remain up-to-date with the wider UN system by enhancing the existing HR strategy and proposing a core competency framework for WMO.
2. Identify gaps in the existing HR strategy and propose relevant updates, focusing on staff well-being, gender, diversity, and inclusion (GDI), career development, learning, and training.
3. Develop a framework of core competencies applicable to the WMO context and suggest its phased integration into the HR policy framework.
Key Responsibilities:
1. Analyse the specific external and internal context in which the WMO HR function operates.
2. Based on an analysis of other UN common system organizations' HR strategies, propose relevant updates to the WMO strategy.
3. Propose a framework of core competencies for WMO based on a review of competency frameworks and the organization's specific context.
4. Pilot test the competency framework with targeted staff to gather feedback and validate its effectiveness.
5. Finalize the revised draft competency framework, including identified competencies, behavioral indicators, and proficiency levels.
6. Propose an action plan for operationalizing the updated HR strategy.
7. Develop a roadmap for integrating the competency framework into various HR areas, such as the staff selection system and performance management framework.
Qualifications:
Experience:
- At least 15 years of experience in the HR function of a UN common system organization, preferably at a leadership level.- Proven track record in HR policy development and implementation.- Excellent analytical and writing skills.
Languages:
Excellent knowledge of English (both oral and written). Knowledge of other official languages would be an advantage.
