The Bank for International Settlements, BIS is hiring for the position of Senior Cyber Programme Manager.
This role is based in Basel, however, thanks to our status as an international organization, we can hire globally and welcome applications from candidates of all nationalities and located anywhere in the world. Purpose of the job:

Corporate Security provides operations and governance of cyber risk management controls, from cyber security operations, privilege management, security risk analysis, to security testing and awareness. We pride ourselves on our collaborative and trust-based culture, and our passion for excellence.
As a Senior Cyber Security Programme Manager, you will lead major, cross-division business and technology transformation programme ensuring that the Bank’s cyber security framework and capabilities are aligned to leaders in the financial services industry.
By joining the Cyber Security team, you will:
1. Play a pivotal role in the transformation, design and implementation of the Bank's new cyber security programme.
2. Serve as the cyber representative working with bankwide digital risk specialists to ensure resilience, data, technology and cyber programmes are aligned and coordinated.
3. Influence and work with leading edge cyber security capabilities in a mature and sophisticated hybrid cloud environment.
4. Continuously collaborate with internal teams in Corporate Security, ITS and other BIS functions (economists, business analysts, technologists, data scientists, statisticians), as well as counterparts in other international organisations and central banks. The ultimate goal is to bring these groups together to enhance cyber security maturity and support the delivery of business outcomes.
Principal accountabilities:
1. Lead the initiation and implementation of the Bank’s new cyber security program rooted in the Centre for Internet Security control framework, including prioritisation, business case development, scope definition, communication and management approval.
2. Build and compile documentation, including business and technical requirements, design and implementation details, resource plans, financial budgets, and presentations.
3. Work across sponsors and partners, Corporate Security, relevant support functions and external suppliers to define and agree accountabilities and responsibilities.
4. Lead programme delivery in line with agreed objectives, budgets and timelines.
5. Co-ordinate activity across internal resources, contractors and suppliers. Proactively handle risks, issues and dependencies.
6. Ensure effective reporting and communication across the team, steering committees, suppliers and partner groups.
7. Organise and run working group and steering group meetings.
8. Ensure projects follow the BIS methodology and adhere to any relevant Bank policies and procedures.
9. Prioritise their own work. May be required by line manager to help set objectives for area of responsibility.
10. Follow Bank policies, procedures and standard working practices for the management of time, including on-call services and work during unsocial hours.
11. Keep line manager informed of progress and difficulties in the discharge of duties through regular meetings, status reports, or other mutually agreed-upon methods.
Qualifications, skills, and experience:
1. A university degree or equivalent experience in business studies or computer science; or equivalent.
2. Demonstrated experience working in cyber security technology roles, such as security engineering and architecture, penetration testing, or cyber security analysis.
3. Experience working in project, product or business management roles.
4. Shown ability to handle complex projects through ambiguity using structured methodologies.
5. Outstanding interpersonal skills including effectively interacting with diverse customers and partners at all levels handling conflicting priorities.
6. Demonstrated proficiency in relationship management and influencing.
7. Ability to deal effectively with external vendors to achieve project work.
8. Experience in Cyber Security standards and frameworks such as CIS, NIST, MITRE, TIBER-EU or similar.
9. Knowledge and experience of IT operating model modernization such as agile governance, finance and staffing strategy.
10. Broad knowledge and understanding of IT infrastructure, computing technologies, data analytics an advantage.
11. Well organised, flexible and able to perform under stress.
12. Proficient in English (oral and written).
13. Certification in IT Project Management an advantage.
