Polk County Special Services Cooperative Special Education Director 2025-2026
Dept. /School: Polk County Special Services Cooperative (SSA)
Primary Purpose:
Direct and manage the special education support services for Big Sandy ISD, Corrigan-Camden ISD, Leggett ISD and Onalaska ISD. Ensure that support services are provided for special needs students and individualized education programs are provided to meet the needs of all students. Ensure compliance with all state, federal and local requirements.
Qualifications:
Education/Certification:
Master’s Degree
Special Education Certification
5 or more years of experience in public schools
Special Knowledge and Skills:
* Knowledge of federal and state special education law
* Knowledge of state and federal compliance reports/indicators
* Residential Facility Monitoring
* Understanding of the individual needs of special needs students
* Ability to communicate with all levels of special needs students and their parents
* Ability to implement policy and procedures
* Ability to interpret data
* Ability to manage budget and personnel
* Strong organizational, communication and interpersonal skills
Management:
* Develop and implement an effective special education referral process and ensure that student assessments and recommendations regarding placement and program management for individual students are completed in a timely manner.
* Monitor the admission, review and dismissal (ARD) process throughout the cooperative. Ensure that students are placed appropriately and development of individual education plans for students are consistent with district procedures. Ensure that student progress is evaluated on a systematic basis.
* Take an active role in the formulating and implementing contracts for special education students receiving services outside of the district.
* Implement the policies established by federal and state law, School Board of Education rule, and local board policy in the area of special education. Recommend sound policies and procedures to improve the program.
* Monitor student evaluation and eligibility data to gauge co-op effectiveness. Make changes as needed.
* Monitor and manage technology needs, including special education software.
* Manage facility needs in accordance and communication with the lessor district.
* Schedule, prepare, send notices and document Management Board meetings.
* Participate in professional development to remain current in the special education field.
* Complete personnel needs assessments for member districts as requested.
Policy, Reports and Law:
* Adhere to special education federal, state and local requirements. Support member districts implementation.
* Develop, revise and maintain Operating Guidelines. Support member districts implementation.
* Maintain member districts eligibility folders sufficient to meet compliance for audit purposes.
* Provide support for TEA complaints, mediation, resolution meetings and due process hearings.
* Provide support with completion of required TEA submissions.
Budget:
* Prepare and administer the approved cooperative budget through communication with the fiscal agent.
* Procure independent contractors through the request for proposal process.
* Prepare, review and revise job descriptions and evaluations for cooperative employees.
* Select and evaluate co-op personnel and make recommendations relative to assignments and contracts.
* Utilize personnel evaluation results to approve or deny professional development requests.
* Monitor and revise personnel scheduling to ensure adequate services to member districts.
Communication:
* Establish and maintain professional relationships and open communication with member district personnel.
* Respond to member districts' questions and requests in a timely manner.
Supervisory Responsibilities:
Supervises and evaluates all PCSSC staff.
