Introduction
Large mixed migration movements continue to top the global political agenda, as reflected in the 2016 UN New York Declaration. These movements create considerable challenges for countries of first asylum, transit and destination, as well as countries of origin, impacting socio-economic environments, particularly labour markets of host countries.
The majority of refugee populations are hosted by low- and middle-income countries. As displacement has become increasingly protracted, responses are becoming more focused on durable solutions to support dignified, inclusive and comprehensive programmes for refugees and the communities that host them.
In this context, the Government of the Netherlands launched the PROSPECTS Partnership Programme in 2018 to develop a new paradigm in responding to forced displacement crises, aiming to enhance socio-economic inclusion of forcibly displaced persons, access to education for vulnerable children, and resilience of host communities.
Reporting lines:
The Chief Technical Adviser (CTA) will work under the supervision of the Assistant Director General of the Jobs and Social Protection Cluster (ADG-JSP) and coordinate activities under the guidance of the Technical Core Advisory Group.
The CTA will oversee and coordinate the work of a global team and support international experts and local consultants during the course of the programme.
Description of Duties
Project management:
1. Responsible for effective management, coordination, planning, implementation, monitoring and evaluation of all programme activities.
2. Manage funds/budgets allocated to the Partnership programme and ensure the preparation of periodic progress reports.
3. Manage efficiently the human resources of the programme, including recruitment and performance management.
Technical leadership and advice:
1. Provide technical expertise and advice to the programme team and stakeholders.
2. Support ILO constituents and partners in strengthening their capacities.
Advocacy, networking and partnership:
1. Develop and maintain relations with governments, organizations, and donors.
2. Liaise with other UN agencies and counterparts to promote ILO values.
Mobilization of resources:
1. Promote relationships with the donor community and oversee resource mobilization proposals.
Knowledge management:
1. Design communication and knowledge-sharing strategies.
2. Identify training needs and lead training workshops for partners and staff.
Required qualifications
Education
Advanced university degree in a relevant field of study. A first-level university degree with additional relevant experience will be accepted in lieu.
Experience
At least ten years' experience in the management of development cooperation activities in a senior position, including seven years at the international level.
Languages
Excellent knowledge of English is essential; good working knowledge of French is required.
